OB bomb-threat case put on hold Criminal proceedings were suspended July 24 at the initial court appearance for a man accused of making a bomb threat to a police officer at Robb Field in Ocean Beach. The attorney for Kreighton John Kilgore, 27, told San Diego Superior Court Judge David Szumowski she doubted Kilgore was mentally competent to understand the court proceedings against him. Even though it was Kilgore’s first court appearance, the judge was required to suspend proceedings and ordered court-appointed psychologists to evaluate Kilgore in jail. A hearing wis set for Sept. 19, when another judge will determine if Kilgore is mentally competent or if Kilgore should be committed to a mental hospital. Kilgore is charged with making a false bomb threat to an officer on July 20 and to making a criminal threat against a woman in Point Loma. He is also accused of battery on a police officer when Kilgore allegedly spit on the officer during his arrest. Kilgore remains in jail without bail. — Neal Putnam

Rosecrans enhanced with cost-saving landscaping Fort Rosecrans National Cemetery recently got a landscaping remake that officials will help save the cemetery money in water and maintenance costs. EasyTurf was contracted to install virtually maintenance-free artificial grass to enhance the look of the landscaping and, in the process, potentially provide savings in the thousands of dollars annually, according to officials. The cemetery no longer needs to commit large funds and numerous time-intensive manhours to maintain the vast cemetery grounds, said Wes Jones, Fort Rosecrans National Cemetery director. “Our EasyTurf looks great. The area we had done is beautiful.” The complicated design of the area to be landscaped at Fort Rosecrans was matched by the versatility of the EasyTurf product with precise cuts around every monument and each headstone. The cemetery had also experienced some drainage problems in the project area, said officials. During heavy rains, mud and water accumulated, which created an unsightly and potentially dangerous environment. EasyTurf company officials said that with the installation of the product, with a 100-percent permeable MaxxFlow backing, will allow water to drain freely through the new artificial grass surface.
