Lifeguards labor on holiday weekend Lifeguards reported that 1.1 million people visited San Diego beaches over Labor Day weekend, Saturday through Monday — more than double the 528,000 that visited the beaches in 2008. Lifeguards made 521 water rescues, according to lifeguard Lt. Andy Lerum. At the beaches in the Northern Division, police issued 109 alcohol citations, sent 13 people to detox and issued 53 general misdemeanor citations.  The floating booze party, dubbed flotilla, returned to Sail Bay on Mission Bay, wherein Lerum estimated 3,500 people connected their inter-tubes and drank on the water. Beachgoers are permitted to drink while floating on the water but are banned from drinking on the sand. Lerum reported that lifeguards made 20 rescues at the floating party and several people were sent to the hospital for intoxication. Twenty lifeguards were sent to survey the area when only one lifeguard is usually stationed at Sail Bay. Lerum also reported that the 5,000 people in the area also damaged the endangered eelgrass and littered the bottom of the bay with alcohol bottles and cans. Police issued 30 citations and made at least four arrests at the flotilla, according to Lerum. Bicyclist injured by SUV A 30-year-old woman driving an SUV hit a 55-year-old bicyclist around 7:25 a.m. Tuesday, Sept. 8, in the 5000 block of Soledad Mountain Road. Police reported the man rode across the street after allegedly stopping at the stop sign and was hit by the northbound SUV. Police reported the bicyclist suffered a compound fracture to the right leg, a collapsed lung and multiple broken ribs. Traffic Division is investigating.  City to create unit on medical pot law City Council Tuesday voted to create a task force to study regulations on medical marijuana dispensaries in order to address concerns on public safety. The council has set Dec. 31 as the deadline for the 11-member group—which will include affected residents, physicians and attorneys—to deliver its proposals. Council will appoint the task force members. The city has no guidelines on the location of such cooperatives. Neither does it require police department approval of their opening. Ten cities in San Diego County have banned or put moratoriums on pot shops. San Diego isn’t on the list. In July, the city suspended approvals for dispensaries. In 1996, California voters approved a proposition to legalize marijuana for seriously ill patients. The law states that nonprofit medical pot dispensaries are legal if they verify the patients’ medical necessity. Town Council revives sunset happy hour La Jolla Town Council invites community members to meet and mingle next Thursday, Sept. 17, during a SunSetter Happy Hour. The event will run from 5 to 7 p.m. at Burgundy Grill & Wine Bar, 830 Kline St. Attendees will enjoy complimentary hors d’oeuvres and drink specials, a business promo table and free raffle.
