San Diego Police have released the photo of a missing Arkansas man whose Electronic Benefits Transfer (EBT) card was last used in Downtown San Diego on July 1 and July 2, 2012.

William Eugene Armer is 40 years old, Caucasian, 5 foot 5 inches tall, and has brown hair and brown eyes.

His family has reported him as depressed and without money and is concerned for his welfare.
