I am writing regarding the B.U.D.G. system (beneficial use digester gas system) proposed by the city of San Diego before the Peninsula Community Planning Board last week.
This is a CNG (compressed natural gas) system and as such has to meet the California Code of Regulations, Title 8; California Code of Regulations, Title 24; NFPA 52 “” CNG vehicular code fuel systems; and NFPA 57, standard for production storage and handling of CNG.
Additionally, because of safety, traffic congestion and environmental considerations and the project’s proximity to population centers, the city has to submit a probabilistic safety study showing safety risks involved with the CNG plant, the facility proposed at Point Loma, and at {possible} fuel stations at Qualcomm Stadium, UCSD, the San Diego Zoo, et cetera.
The value of diversification and the need for multiple-fuel technologies is acknowledged, and life does present distressing trade-offs. But please, PCPB members, ask the questions and ensure that all jurisdictional, legal and safety ramifications are complied with in this densely populated area (Point Loma, Ocean Beach).<\/p>","protected":false},"excerpt":{"rendered":"
