Authorities said it was difficult to determine immediately what happened to the victim due to his limited ability to speak English. A witness reported the emergency at Shell Beach shortly after 9 a.m., according to the San Diego Fire-Rescue Department. Lifeguards entered the water and pulled the 44-year-old man to shore.
