Abel Maldonado declared an official state of emergency in San Diego County on Dec. 23 following the punishing blows delivered by the recent winter storms. The declaration makes the county eligible for state aid. County officials notified the governor\u2019s office just before Christmas Eve they intended to proclaim a local state of emergency once county crews assessed the extent of the local damage and costs. With more storm activity on the horizon this week, county officials said they breathed a sight of relief that San Diego was spared more widespread damage last week, although the county it did suffer significant damage in several specific areas.
