The City Council will discuss adding the term &#8220;bathers&#8221; to the San Diego Municipal Code 56.54, which bans alcohol consumption at the beach. This would make it illegal for bathers floating in the water to consume alcohol within one marine league of the shore. If the City Council approves this as an emergency item, it would go into effect immediately.
