According to FBI officials, the bank was robbed by a white male described as being between his late 20s and early 30s, 5\u201910&#8243; and of slender build. At around 4 p.m. on July 12, the robber approached a teller at the bank and demanded money, according to FBI reports. The robber pulled up his shirt and displayed the handle of a black semi-automatic pistol. According to FBI reports, the teller complied with the robber\u2019s demands and placed money into his black backpack. The robber then walked out of the bank, carrying a skateboard with him. During the time of the robbery, the suspect was reportedly wearing a black beanie, black gloves, a black sweatshirt, black pants, dark-colored skater shoes and a green paisley bandana covering his face. Police said the suspect should be considered armed and dangerous. Dumlao admitted to getting high by intentionally inhaling the vapors of a computer keyboard cleaner, then getting behind the wheel and causing the crash that killed 9-year-old Ashley Heffington of Pacific Beach. Dumlao was denied probation and fined more than $2,200. He pleaded guilty to gross vehicular manslaughter while intoxicated \u2014 a practice known as &#8220;huffing&#8221; vapors \u2014 in the Dec. 31 crash that also injured the girl\u2019s mother, Cindy Heffington and another passenger. Dumlao apologized, saying, &#8220;It was an accident that was not supposed to happen. If God can forgive me, maybe the family will forgive me.&#8221; Cindy Heffington replied: &#8220;That is not something you can ever forgive. No parent should have to lose their child.&#8221; Heffington said she had to make the hard decision to remove her brain-dead daughter from life support Jan. 12. &#8220;When people are impaired from alcohol or drugs, they know exactly what they are doing,&#8221; Heffington said. &#8220;They know they have a chance of killing someone. It\u2019s not an accident.&#8221; Several cans of computer duster were found in the Chula Vista man\u2019s Toyota after he crashed into Heffington\u2019s car at 9 a.m. on Sports Arena and West Point Loma boulevards. Specialized blood tests were conducted to determine how Dumlao got high. San Diego Superior Court Judge Eugenia Eyherabide set a restitution hearing for Sept. 13 and gave Dumlao credit for serving 83 days in jail. <i>\u2014Neal Putnam<\/i> <b>Medical marijuana regulations on horizon<\/b> Recent approval of regulations for medical marijuana dispensaries will impact only the unincorporated areas of San Diego County and will not affect the city of San Diego or other incorporated areas, said Alex Varon of District 1 City Councilwoman Sherri Lightner\u2019s office. At the city level, council members may be asked to compare the county\u2019s regulations to future ordinances that the city\u2019s Medical Marijuana Task Force will later recommend, he added. &#8220;The Medical Marijuana Task Force is expected to put forth its recommendations to the City Council sometime this fall,&#8221; Varon said.
