The city approved the master plan in 2004 but Bishop\u2019s is cycling through the process again because the school wants to build a 34-foot-high library \u2014 four feet taller than permitted \u2014 and must seek a deviation to its planned development permit. &#8220;We believe this is necessary to make it a better project,&#8221; said architect Michael Wilkes. The La Jolla Development Permit Review (DPR) committee doesn\u2019t believe the project warrants the four-foot deviation from the Village\u2019s community plan. The committee unanimously voted to deny the project April 20. Committee member and architect Laura Du Charme said she liked the project but wasn\u2019t convinced building an extra four feet was the only option for the library. The committee also worried about setting a precedent in the Village. &#8220;You have to have a very good reason for going four feet higher than the 30- foot height limit,&#8221; Du Charme said. &#8220;That\u2019s a very special case.&#8221; Bishop\u2019s wants to build an additional four feet because school officials believe a 10-foot-high ceiling is superior to an eight-foot-high ceiling for learning purposes. The library also needs to be built on a raised foundation because the area floods. The library will be 20,000-square-feet with a basement and operable windows. The school doesn\u2019t need to seek a variance from the 30-foot coastal height limit since the height can be measured after the grade is altered, according to Wilkes. The La Jolla Community Planning Association will review the project next. The Bishop\u2019s School built an $18 million science center and parking garage with a rooftop field in 2005 as part of phase one.
