Meanwhile, <em>Noticias de la zona residencial de San Diego<\/em> followed up with the Hillcrest Business Association to find out how its pilot program with the Alpha Project is working out.<\/p>\n<p>The North Park Community Association and a local chapter of National Association of Social Workers called a \u201cSee Something, Say Something\u201d meeting on July 11 at Queen Bee\u2019s in North Park. And the Metro Community Development Corporation discussed homelessness during a meeting July 13 at the Fifth Avenue Financial Center\u2019s ninth-floor conference room in Bankers Hill.<\/p>\n<figure id=\"attachment_22156\" aria-describedby=\"caption-attachment-22156\" style=\"width: 605px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/sduptownnews.com\/wp-content\/uploads\/2015\/07\/homelessweb.jpg\"><img decoding=\"async\" class=\"wp-image-22156 size-full lazyload\" data-src=\"https:\/\/sduptownnews.com\/wp-content\/uploads\/2015\/07\/homelessweb.jpg\" alt=\"homelessweb\" width=\"605\" height=\"350\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" style=\"--smush-placeholder-width: 605px; --smush-placeholder-aspect-ratio: 605\/350;\" \/><\/a><figcaption id=\"caption-attachment-22156\" class=\"wp-caption-text\">A homeless man sleeps on the back stoop of a Hillcrest business. (Photo by Ken Williams)<\/figcaption><\/figure>\n<p>\u201cGoogle homeless and San Diego,\u201d Police Officer Miguel Morales told several dozen people who attended the Bankers Hill meeting. The search engine finds 17 million results almost immediately, Uptown News found.<\/p>\n<p>Sgt. Dean Thomas of the Police Department\u2019s Central Division said that San Diego\u2019s pleasant year-around weather and reputation for helping indigents have made America\u2019s Finest City a \u201cdestination\u201d for the homeless on the West Coast. He also accused other Southern California counties of \u201cdumping the homeless\u201d on San Diego.<\/p>\n<p>The faces of the homeless are often familiar to many residents, who they often encounter or see on the streets.<\/p>\n<p>Both community meetings focused on what residents should do if they witness criminal behavior involving the homeless. Police officers at both gatherings urged residents to dial 911 if they see a crime occurring, or call 619-531-2000 for non-emergencies.<\/p>\n<p>Some attending the North Park meeting expressed concerns about local agencies that deal with the homeless, including one location along El Cajon Boulevard near Mississippi Street where nearby residents said they were afraid to walk alone at night because the homeless congregate there after-hours. Officers urged residents to call the police to create a record of any incidents involving public safety or crime.<\/p>\n<p>One resident complained about Friends of Friends, an agency that deals with the homeless who have been diagnosed with mental illness, as well as a nearby re-entry agency whose clients are felons recently released from prison.<\/p>\n<p>Another North Park resident worried about groups of homeless people who gather in public spaces to drink or do drugs.<\/p>\n<p>At the Bankers Hill meeting, many of the speakers talked about problems relating to Balboa Park and the \u201cHappy Valley\u201d area along Sixth Avenue where the homeless congregate. A 72-year-old homeowner who lives near Sixth and Ivy documented incidents on his property where his sidewalk was tagged, someone smeared poop on his house, and a \u201cboyfriend\u201d pounded violently on the front door in the middle of the night looking for his \u201cgirlfriend.\u201d The man said he and his wife were terrified by the incident.<\/p>\n<p>Sgt. Thomas said San Diego police have had their hands tied because the city lost two lawsuits the ACLU filed on behalf of the homeless, plus the passage of Assembly Bill 109 [<a href=\"http:\/\/bit.ly\/1gMYhLa\" target=\"_blank\" rel=\"noopener\">bit.ly\/1gMYhLa<\/a>] to relieve prison overcrowding and Prop 47 that reduced some felonies [<a href=\"http:\/\/bit.ly\/1MGnkJK\" target=\"_blank\" rel=\"noopener\">bit.ly\/1MGnkJK<\/a>]. One of the lawsuits pertained to \u201cunattended property\u201d and the other to \u201cillegal lodging.\u201d<\/p>\n<p>Officer Morales, whose homeless beat includes Balboa Park, said the park rangers have a \u201cno sleeping\u201d policy. But because of the lawsuits, police officers and rangers overlook sleeping in Balboa Park from 9 a.m. to 5 p.m. One of the problems with Balboa Park, he added, is that the park rangers are not on duty overnight.<\/p>\n<p>Morales said the homeless \u201call know the laws \u2026 and they have the right to use the park, too.\u201d<\/p>\n<p>Like at the North Park meeting, the police officers at the Bankers Hill gathering urged the public to report any misbehaving by the homeless so there would be a record of the activity.<\/p>\n<p>\u201cWe rely on a partnership with the public. If you think you are bugging us, you are not,\u201d Sgt. Thomas said. \u201cWe really rely on you.\u201d<\/p>\n<p>Sgt. Thomas raised a few eyebrows when he urged groups to \u201cstop the public feedings\u201d of the homeless. He described an incident where a well-meaning church group brought a van filled with food and supplies Downtown to help the homeless, and nearly triggered a riot. \u201cIt caused a huge issue, and not only the trash,\u201d he said. \u201cWe have more services here [than in many other cities] \u2026 and we enable the problem.\u201d<\/p>\n<p><a href=\"http:\/\/bit.ly\/1OkW0Br\"><img decoding=\"async\" class=\"alignright wp-image-22260 lazyload\" data-src=\"https:\/\/sduptownnews.com\/wp-content\/uploads\/2015\/07\/Screen-Shot-2015-07-31-at-8.40.26-AM.png\" alt=\"Screen Shot 2015-07-31 at 8.40.26 AM\" width=\"350\" height=\"553\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" style=\"--smush-placeholder-width: 350px; --smush-placeholder-aspect-ratio: 350\/553;\" \/><\/a>As statistics show, about half the homeless live on the streets, and the police officers expressed their frustration that not everybody wants a roof over their heads.<\/p>\n<p>\u201cIt\u2019s hard to give people help when they don\u2019t want it,\u201d Sgt. Thomas said. \u201cThese are people who don\u2019t want to conform to society or follow its rules.\u201d<\/p>\n<p>He said police have documented an uptick in property crime related to the uptick in homelessness, such as stealing bicycles or property left outside.<\/p>\n<p>\u201cAs a whole,\u201d Officer Morales said, \u201cthe transient issue has improved.\u201d<\/p>\n<p>At both meetings, residents seemed inclined to drive the homeless out of their neighborhoods without finding permanent solutions to the problem. Kicking the homeless out of one neighborhood only shifts the problem to another area.<\/p>\n<p>Anthony Bernal, a candidate for the District 3 seat next year, has dealt with the homeless issue while serving as a senior member of Councilmember Todd Gloria\u2019s staff. He touted the Housing First model to get the homeless off the street and put a roof over their heads. This program provides housing and a range of services from mental health providers to job training.<\/p>\n<p>The homeless rarely fit into one category: Some are homeless because they lost their jobs and their homes; some are veterans who have fallen off the radar; some are mentally ill who have been dumped on the streets; and some are LGBT youth who have been kicked out of their homes by parents or guardians who are not supportive.<\/p>\n<p>Adriana Martinez, another staffer from Gloria\u2019s office, reminded folks to treat the homeless with compassion. \u201cThey are human beings, too,\u201d she said. \u201cThe solution is not to ship them to Arizona.\u201d<\/p>\n<p>To which one resident retorted: \u201cWhat about MY rights?\u201d<\/p>\n<p>Meanwhile, Uptown News checked in with the Hillcrest Business Association, which in April launched a $50,000 pilot program dubbed the Homeless Outreach Team with the Alpha Project and Gloria\u2019s office to deal with the homeless issue in that community [\u201cHomeless in Hillcrest,\u201d Vol. 7, Issue 8 or online at <a href=\"http:\/\/bit.ly\/1OwKKly\" target=\"_blank\" rel=\"noopener\">bit.ly\/1OwKKly<\/a>].<\/p>\n<p>\u201cIt is my understanding that the engagement with the homeless population has been very successful and these folks are being directed into more healthy lifestyles because of our engagement with them,\u201d said Ben Nicholls, executive director of the HBA.<\/p>\n<p>Nicholls said the Hillcrest business community is pleased so far.<\/p>\n<p>\u201cWe are hearing a good amount of\u00a0positive\u00a0feedback from the business community about the program.\u00a0There have been almost no negative comments, and the business people that I speak to see this service as a\u00a0resource\u00a0that they can use,\u201d he said.<\/p>\n<p>\u201cWe have produced a neighborhood information\u00a0brochure\u00a0that was sent to our members last week reminding them about the program and giving them some helpful tips about how\u00a0best to engage the homeless folks.\u201d<\/p>\n<p>The HBA hopes the pilot program will continue in the future.<\/p>\n<p>\u201cWe are working to develop a MAD [maintenance assessment district] on the east end of Hillcrest that will complement the MAD on the west end.\u00a0If this occurs, we will have a\u00a0permanent\u00a0source of funding for this program and it will move out of the pilot phase,\u201d Nicholls said.<\/p>\n<p>\u201cI should say that as part of creating the MAD, the HBA has surveyed all the property owners on the east end of town,\u201d he added.\u00a0\u201cThe survey reports that property owners almost universally see this as a problem and would pay to sustain this program into the future.\u201d<\/p>\n<p>\u2014<em>Ken Williams es editor de Uptown News y Mission Valley News y puede ser contactado en <\/em><a href=\"mailto:ken@sdcnn.com\"><em>ken@sdcnn.com<\/em><\/a><em> o al 619-961-1952.<\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>Por Ken Williams | Editor<\/p>","protected":false},"author":846,"featured_media":233041,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"_seopress_robots_primary_cat":"11555","_seopress_titles_title":"What to do about the homeless?","_seopress_titles_desc":"","_seopress_robots_index":"","jnews-multi-image_gallery":[],"jnews_single_post":[],"jnews_primary_category":[],"jnews_social_meta":[],"jnews_override_counter":[],"footnotes":""},"categories":[11547,11551,11550,11555],"tags":[],"class_list":["post-248984","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-features","category-news","category-top-stories","category-uptown-news"],"_links":{"self":[{"href":"https:\/\/test.sdnews.com\/es\/wp-json\/wp\/v2\/posts\/248984","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/test.sdnews.com\/es\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/test.sdnews.com\/es\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/test.sdnews.com\/es\/wp-json\/wp\/v2\/users\/846"}],"replies":[{"embeddable":true,"href":"https:\/\/test.sdnews.com\/es\/wp-json\/wp\/v2\/comments?post=248984"}],"version-history":[{"count":0,"href":"https:\/\/test.sdnews.com\/es\/wp-json\/wp\/v2\/posts\/248984\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/test.sdnews.com\/es\/wp-json\/wp\/v2\/media\/233041"}],"wp:attachment":[{"href":"https:\/\/test.sdnews.com\/es\/wp-json\/wp\/v2\/media?parent=248984"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/test.sdnews.com\/es\/wp-json\/wp\/v2\/categories?post=248984"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/test.sdnews.com\/es\/wp-json\/wp\/v2\/tags?post=248984"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
