Hurley)<\/figcaption><\/figure>\n<p>In keeping with Mayor-elect Bob Filner\u2019s promise to focus on neighborhoods, he personally requested the ceremony take place on the park\u2019s property rather than City Hall. Filner is the first Democrat to be sworn in as mayor in 30 years.<\/p>\n<p>Open to the public, the Monday, Dec. 3 ceremony was held at 10 a.m. in the club\u2019s 13,000-square-foot ballroom. Seating was available on a first-come, first-serve basis, with the first two rows reserved for dignitaries and local officials.<\/p>\n<p>It was a standing-room only crowd, and the ceremony was initially delayed to allow those without seats to move to the grand foyer, where closed-circuit televisions were set up so the overflow crowd could watch from the next room.<\/p>\n<p>Sen. Christine Kehoe, who was San Diego\u2019s first openly LGBT elected-official in 1993, was on hand, as was County Supervisor Ron Roberts, Congressmember-elect Scott Peters, outgoing Assemblymember Nathan Fletcher, District Attorney Bonnie Dumanis and former Councilmember Donna Frye.<\/p>\n<p>Some two-dozen visiting elected officials from Mexico attended, whose presence was a strong indication of their support for Filner\u2019s plans to work closely with San Diego\u2019s international neighbor, and his promise to address border relations, commerce and transit issues. Filner announced later in his speech the creation of a \u201cborder affairs office\u201d in Tijuana, Mexico.<\/p>\n<p>Once the City Clerk confirmed the election results, Council President Tony Young officiated over the ceremony, which was conducted as a city council meeting.<\/p>\n<p>Outgoing Mayor Jerry Sanders welcomed and congratulated the new mayor, and joked with him from the podium. \u201cDespite the differing ways we look at things, we all love San Diego,\u201d Sanders said.<\/p>\n<figure id=\"attachment_12242\" aria-describedby=\"caption-attachment-12242\" style=\"width: 300px\" class=\"wp-caption alignleft\"><img decoding=\"async\" class=\"size-medium wp-image-12242 lazyload\" title=\"web IMG_0480\" data-src=\"https:\/\/sduptownnews.com\/wp-content\/uploads\/2012\/12\/web-IMG_0480-300x176.jpg\" alt=\"\u2018Truly a new day\u2019\" width=\"300\" height=\"176\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" style=\"--smush-placeholder-width: 300px; --smush-placeholder-aspect-ratio: 300\/176;\" \/><figcaption id=\"caption-attachment-12242\" class=\"wp-caption-text\">Councilmember Todd Gloria swearing in for his second term, before being elected Council president, on Monday, Dec. 3 in Balboa Park. Hurley)<\/figcaption><\/figure>\n<p>State Controller John Chiang introduced Mayor-elect Filner and his fianc\u00e9e, Bronwyn Ingram, and then performed the swearing in.<\/p>\n<p>San Diego\u2019s 35th mayor took the podium and said he looks forward to working with the new Council. Acknowledging the visiting dignitaries, he welcomed them in Spanish and congratulated them on Tijuana\u2019s soccer team winning a Mexican soccer national championship.<\/p>\n<p>Filner thanked Sanders for the \u201cstability he\u2019s given San Diego,\u201d saying, \u201cit had no financial future when he took over.\u201d Filner had the room join him in applause to thank Sanders and the Council for getting the city \u201cback on track to financial stability.\u201d<\/p>\n<p>As he did consistently during the campaign, he reiterated his focus on neighborhoods. \u201cBecause the real heart and soul of our city are its neighborhoods,\u201d he said. \u201cTo me, it\u2019s unacceptable in what we call America\u2019s Finest City that some neighborhoods still lack paved streets and \u2026 lights.\u201d<\/p>\n<p>As he mentioned some issues he will oversee, Filner made a promise to create a city government where \u201ceveryone has a place at the decision-making table.\u201d<\/p>\n<p>The new mayor ended his remarks reiterating his focus toward the needs of the nation\u2019s eighth largest city.<\/p>\n<p>\u201cI understand the difference between my former role as a legislator \u2013 as an advocate for my constituents \u2013 and my new job as mayor, the chief executive of a multibillion-dollar municipal corporation,\u201d he said.<\/p>\n<figure id=\"attachment_12243\" aria-describedby=\"caption-attachment-12243\" style=\"width: 300px\" class=\"wp-caption alignright\"><img decoding=\"async\" class=\"size-medium wp-image-12243 lazyload\" title=\"web IMG_0499\" data-src=\"https:\/\/sduptownnews.com\/wp-content\/uploads\/2012\/12\/web-IMG_0499-300x188.jpg\" alt=\"\u2018Truly a new day\u2019\" width=\"300\" height=\"188\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" style=\"--smush-placeholder-width: 300px; --smush-placeholder-aspect-ratio: 300\/188;\" \/><figcaption id=\"caption-attachment-12243\" class=\"wp-caption-text\">Councilmember Marti Emerald swearing is a representative of the newly created Council District Nine on Monday, Dec. 3 in Balboa Park (Photo by Morgan M. But it does mean I will use my power as mayor to bring people with differing views together; to help them find common ground; and to turn dreams and aspirations into a reality that moves our city and our people forward,\u201d he said, to a standing ovation.<\/p>\n<p>City Attorney Jan Goldsmith and city councilmembers Sherri Lightner, Todd Gloria, Mark Kersey, Scott Sherman and Marti Emerald were all also sworn in and gave statements.<\/p>\n<p>District Three Councilmember Gloria tipped his hat to Kehoe, acknowledging that her \u201cgroundbreaking service has allowed me to stand here today,\u201d he said. Gloria also said he was ready to \u201cpass the torch of my beloved City Heights\u201d to new District Nine Councilmember Emerald, and he welcomed the new areas now part of District Three, including Mission Hills, Old Town and Downtown.<\/p>\n<p>Emerald, who ran unopposed for the newly created District Nine seat, said, \u201cthis is truly a new day,\u201d and honored city workers in her speech. \u201cMy heroes are the city employees who have had to endure cuts,\u201d she said.<\/p>\n<p>At 3 p.m. the same day, while the new mayor was visiting three area schools, the Council convened to elect a new president, replacing the outgoing Tony Young who resigned his post in November to take the CEO position with the San Diego and Imperial Counties chapter of the Red Cross.<\/p>\n<p>Council President Pro Tem Kevin Faulconer nominated Gloria, who took the oath of office for a second, four-year term earlier in the day. After an hour-long open session when the community and council could comment regarding the nomination, Gloria was elected unanimously.<\/p>\n<p>\u201cI am incredibly honored to have the support of my colleagues today,\u201d Gloria said after the votes had been cast. \u201cIt is an honor to know that these eight people \u2013 who are leaders, who love their communities, and who love San Diego \u2013 are trusting me to be the Council president.\u201d<\/p>","protected":false},"excerpt":{"rendered":"<p>Inauguration day sees Filner, three councilmembers sworn in; Gloria elected Council president By Morgan M.
