{"id":238725,"date":"2016-10-07T00:00:00","date_gmt":"2016-10-07T07:00:00","guid":{"rendered":"https:\/\/sdnews.com\/hotel-to-housing\/"},"modified":"2016-10-07T00:00:00","modified_gmt":"2016-10-07T07:00:00","slug":"hotel-to-housing","status":"publish","type":"post","link":"https:\/\/test.sdnews.com\/es\/hotel-to-housing\/","title":{"rendered":"Hotel-to-housing"},"content":{"rendered":"<p><strong>Historic Churchill property to house homeless veterans<\/strong><\/p>\n<p>Por Dave Schwab<\/p>\n<p>Mayor Kevin Faulconer\u2019s pledge to house 1,000 homeless veterans took a major step forward with the recent rehabilitation of Hotel Churchill Downtown, which has been repurposed to house at-risk youth and 56 needy vets.<!--more--><\/p>\n<p>The hotel at 827 C St. has been closed since 2005, when the previous owner&#8217;s plans to transform it from a single-room-occupancy hotel to an upscale bed-and-breakfast were derailed due to financing problems and other issues. The San Diego Housing Commission (SDHC) took ownership of the hotel property in 2011, and has since resurrected it.<\/p>\n<p>The grand reopening of Hotel Churchill was five years in the making for SDHC.<\/p>\n<p>\u201cWe are celebrating a fresh start in the life of the historical Hotel Churchill,\u201d said SDHC president and CEO Richard C. Gentry. \u201cThis accomplishment embodies everything that the SDHC is about \u2014 people.\u201d<\/p>\n<figure id=\"attachment_10825\" aria-describedby=\"caption-attachment-10825\" style=\"width: 287px\" class=\"wp-caption alignright\"><a href=\"https:\/\/sandiegodowntownnews.com\/wp-content\/uploads\/2016\/10\/Hotel-Churchill-Site-Shot.jpg\"><img decoding=\"async\" class=\"wp-image-10825 lazyload\" data-src=\"https:\/\/sandiegodowntownnews.com\/wp-content\/uploads\/2016\/10\/Hotel-Churchill-Site-Shot-954x1024.jpg\" alt=\"hotel-churchill-site-shot\" width=\"287\" height=\"308\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" style=\"--smush-placeholder-width: 287px; --smush-placeholder-aspect-ratio: 287\/308;\" \/><\/a><figcaption id=\"caption-attachment-10825\" class=\"wp-caption-text\">The historic Hotel Churchill before renovation (Courtesy San Diego Housing Commission)<\/figcaption><\/figure>\n<p>Michael Pavco, SDHC vice president, said Churchill\u2019s revival fits into the grander scheme of the city\u2019s newly adopted approach for dealing with growing Downtown homelessness.<\/p>\n<p>\u201cThis is part of the Housing First plan addressing homelessness in San Diego, and is also part of the mayor\u2019s initiative to house 1,000 homeless veterans by March 2017,\u201d said Pavco, noting the Churchill is more than just housing, providing troubled tenants with wrap-around social services as well.<\/p>\n<p>\u201cThere\u2019s going to be comprehensive case management onsite in an office built into the ground floor provided to the [Churchill] veterans,\u201d Pavco said, adding the revitalized hotel is not \u201ctransitional\u201d but \u201cpermanent\u201d long-term support housing.<\/p>\n<p>\u201cBoth models have been around for awhile,\u201d he said.<\/p>\n<p>Pavco also pointing out that transitional housing is more of the bunk bed, shared-room variety, versus permanent individual housing units in a supportive environment utilizing social service professionals. The renovation of historic Hotel Churchill created 72 affordable rental studios with a kitchen and bathroom in each unit.<\/p>\n<p>The hotel-to-housing renovation project is a key component of Housing First \u2013 San Diego, the SDHC\u2019s Homelessness Action Plan launched in November 2014. The SDHC, working with its nonprofit affiliate, Housing Development Partners, has preserved affordable rental housing at Hotel Churchill.<\/p>\n<p>\u201cWith the grand reopening of the Hotel Churchill, we\u2019re building a better future for homeless veterans and at-risk youth,\u201d Faulconer said. \u201cWe\u2019ve restored this historic building, breathing new life into it so it can provide quality affordable housing for men and women who served our country. Now they have housing and the support to turn their lives around.\u201d<\/p>\n<p>So far, the mayor\u2019s \u201cHousing Our Heroes\u201d campaign has successfully housed more than 320 veterans and counting since it began in March 2016.<\/p>\n<p>There is a shortage of housing countywide, especially of the affordable kind.<\/p>\n<p>\u201cThis particular property came to us through foreclosure from a previous owner that had defaulted on their affordable housing obligations,\u201d Pavco said.<\/p>\n<p>He added that SDHC is \u201cactively in the market buying properties,\u201d not only historic ones like the Churchill, but those at lower-priced entry points.<\/p>\n<p>\u201cThey [rental properties] all have their individual character,\u201d Pavco said of the affordable market, noting that many existing rental properties have communal bathrooms, as well as cooking and laundry facilities.<\/p>\n<p>\u201cWe are in the housing market to try and find new projects so that we can preserve the existing stock \u2014 or create new,\u201d Pavco said.<\/p>\n<p>Established in 1979, the SDHC provides a variety of award-winning affordable housing programs and services that stimulate the local economy, revitalize neighborhoods, and impact the lives of low-income and homeless San Diegans.<\/p>\n<p>SDHC\u2019s largest program is Federal Section 8 Housing Choice Voucher rental assistance.
