{"id":237737,"date":"2015-06-05T00:00:00","date_gmt":"2015-06-05T07:00:00","guid":{"rendered":"https:\/\/sdnews.com\/opinion-letters-june-2015\/"},"modified":"2015-06-05T00:00:00","modified_gmt":"2015-06-05T07:00:00","slug":"opinion-letters-june-2015","status":"publish","type":"post","link":"https:\/\/test.sdnews.com\/es\/opinion-letters-june-2015\/","title":{"rendered":"Opinion &#038; Letters June 2015"},"content":{"rendered":"<h3>Editorial: Adventures in urban dog walking<\/h3>\n<p>By Theresa Donnelly<\/p>\n<p>Six months ago, I adopted an adorable 6-year old Boxer mix named Lincoln \u2014 also known as \u201cLinc\u201d \u2014 from a rescue organization.<\/p>\n<p>Linc is my love and captured my heart for many reasons. He\u2019s calm, affectionate, playful, nondestructive at home and if I\u2019m running late, he\u2019ll wait for up to 12 hours to be walked.<!--more--><\/p>\n<figure id=\"attachment_8054\" aria-describedby=\"caption-attachment-8054\" style=\"width: 207px\" class=\"wp-caption alignright\"><a href=\"https:\/\/sandiegodowntownnews.com\/wp-content\/uploads\/2015\/06\/Linc-FE-115web.jpg\"><img decoding=\"async\" class=\"size-medium wp-image-8054 lazyload\" data-src=\"https:\/\/sandiegodowntownnews.com\/wp-content\/uploads\/2015\/06\/Linc-FE-115web-207x300.jpg\" alt=\"Theresa Donnelly and Linc (Courtesy Theresa Donnelly)\" width=\"207\" height=\"300\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" style=\"--smush-placeholder-width: 207px; --smush-placeholder-aspect-ratio: 207\/300;\" \/><\/a><figcaption id=\"caption-attachment-8054\" class=\"wp-caption-text\">Theresa Donnelly and Linc (Courtesy Theresa Donnelly)<\/figcaption><\/figure>\n<p>However, he does present one large challenge: He is not friendly to other dogs.<\/p>\n<p>Knowing that dogs with his behaviors may face euthanasia unless a rescue picks him up or a patient dog owner comes through to adopt, I understand the enormity of the responsibility I take on daily to keep him and other animals safe.<\/p>\n<p>There are dogs everywhere in Downtown San Diego.<\/p>\n<p>This can make city life tough to navigate with him at my side, but with the help of two dog trainers, a muzzle, a prong collar and ensuring consistency with regards to his leash manners, I\u2019m making it work.<\/p>\n<p>In time, I hope Linc\u2019s sensitivity to other dogs will decrease and I\u2019m slowly working on that. Our three walks each day to and from the park across from the Convention Center has given me a first-hand look at dog walking etiquette across the pet community spectrum.<\/p>\n<p>I find the majority of dog owners polite and understanding when I hold Linc close to my side, veer around their dog, and even cross the street to avoid a dog-on-dog conflict. But occasionally, there are those pet owners completely oblivious to city laws and my polite requests.<\/p>\n<p>The San Diego city code states that, \u201cIf you walk or otherwise bring a dog to public or other private property (where dogs are permitted), you must restrain the dog by a hand held leash, not longer than 6 feet in length.\u201d<\/p>\n<p>Yet, there are a number of owners Downtown that fail to follow this law, putting their dogs and other dogs at risk.<\/p>\n<p>I recently spoke with Stephen MacKinnon, chief of humane law enforcement for the San Diego Humane Society and SPCA, about his recommendations if pedestrians spot an off-leash dog.<\/p>\n<p>\u201cI\u2019d be concerned about anywhere where there are dogs running and it\u2019s a busy street,\u201d MacKinnon said. \u201cBesides some people are very fearful, where they absolutely freeze and run across the street. That\u2019s not fair to them. This is definitely a safety concern.\u201d<\/p>\n<p>He also said if someone feels in danger, come to a full stop, use hand signals, and politely ask the person to leash their dog. If that fails, call the police and make a report.<\/p>\n<p>I have seen people with retractable leashes not paying attention and letting their dogs wander across a busy sidewalk.<\/p>\n<p>I believe a little bit of vigilance and respect can go a long way ensuring everyone has a safe dog walking experience.<\/p>\n<p>A last point to consider is that if my dog were to bite a dog that approached him, I\u2019d be liable for the injuries, regardless.<\/p>\n<p>MacKinnon said that if a particular neighborhood is having a problem with this issue [unleashed dogs] to please call the San Diego Humane Society and they can do extra patrols and take measures to educate that community.<\/p>\n<p>I\u2019m very blessed to live in such a dog-friendly community, but with that privilege there comes a responsibility to ensure we can walk our pets and feel safe while doing so.<\/p>\n<p>Taking a few simple precautionary measures can ensure our communities are inviting places for our four-legged family members.<\/p>\n<p><em>\u2014Theresa Donnelly is an active duty naval officer who in her off duty time volunteers as a district leader for the Humane Society, helping with animal protection policy issues on a national and statewide level. A la Junta Asesora de Asuntos de la Tercera Edad de la Ciudad de San Diego (SAAB) se le asign\u00f3 la responsabilidad de informarles y asesorarlos sobre las necesidades de los adultos mayores a medida que llevan a cabo esa responsabilidad. Al reconocer tanto la diversidad como los puntos en com\u00fan de cada distrito del Concejo Municipal, SAAB est\u00e1 visitando cada distrito y realizando una encuesta voluntaria an\u00f3nima de 10 a 15 minutos de adultos de 49 a\u00f1os o m\u00e1s.<\/p>\n<p>Los factores geogr\u00e1ficos, econ\u00f3micos, financieros, culturales, sociales, de salud f\u00edsica y mental, familiares y otros de la diversa poblaci\u00f3n de San Diego son los que determinan los niveles de prioridad de preocupaci\u00f3n para cada uno de nosotros, j\u00f3venes y mayores por igual. En consecuencia, no existen estrategias \u00fanicas para abordar los desaf\u00edos que tenemos por delante.<\/p>\n<p>La informaci\u00f3n que se recopila subrayar\u00e1 las preocupaciones prioritarias de los adultos mayores hasta el nivel del vecindario.
