Between Sept. 11 and Oct. 12, a suspect repeatedly peeped into the windows of unsuspecting women in the Pacific Beach area. The suspect description was consistent; a white male, bald, of medium height, and medium to heavy set build. Six reported cases occurred within this time frame. Detectives immediately began to investigate, interviewing witnesses, and canvassing the area for evidence. Through their investigative efforts and with the assistance of patrol officers, James Wayne Hubbard, 48, was identified and arrested on Oct. 12. Hubbard was booked into the San Diego County Jail on six counts of peeping and one count of petty theft. Anyone with information is requested to call Crime Stoppers at 888-580-8477.
