The La Jolla Community Planning Association (LJCPA) voted Thursday, Nov. 2 to approve 18 people as new members of the bylaws subcommittee.
The new members came from five La Jolla agencies, including the La Jolla Shores Association, No Third Stories, Bird Rock Community Council, La Jolla Town Council and Promote La Jolla.
At a time when the bylaws are being revised and prepared for review by the city, the subcommittee will be under pressure to have the new document ready by January, although the city might push back the final due date, LJCPA chair Tim Golba said.
Present at the meeting was Bill Anderson, the new director of the city’s Planning Board. Anderson, who has been in the position since June, discussed several issues he intends to address in his new role. One of Anderson’s main concerns is the increasing density, and he said the city needs to stop thinking in terms of growing outward, because with only 4 percent of vacant land in San Diego, there is no space left for that.
The city’s Planned District Ordinances for each community need to be updated from original documents that were created in the 1980s, and community plans need to be updated as well, Anderson said.
In other business, the LJCPA voted 15-0 in favor of waiving a clause in the bylaws that requires prospective members to submit a letter requesting association membership.
The letter requirement was never implemented in the past, and upon checking with the City Attorney, the LJCPA learned it could waive the rule for the 2006 calendar year only without suspending the bylaws completely, according to Golba.
The LJCPA plans to address the clause during bylaw revisions.
Members also voted Joe LaCava as the new chairman for the Planned District Ordinance subcommittee, replacing Chuck Berke, who had served as head of the group for 15 years. Berke resigned due to a time commitment.
