The force of water was unleashed when a vehicle struck a fire hydrant at the intersection of Garnet Avenue and Bond Street in Pacific Beach on Jan. 20 at about 4 p.m. Traffic was backed up on Garnet in both directions for several hours due to street flooding and gawking drivers.
