Criminal proceedings have been suspended against a man accused of robbing the Point Loma Community Bank on Oct. 11, as his attorney told a judge she doubted he was mentally competent to stand trial.
Joseph Edward Revis, 54, was interviewed Dec. 27 by psychologists in county jail. They will prepare a report for a San Diego Superior Court judge; a hearing has been set for Jan. 12.
Revis is accused of taking an undisclosed amount of money from the bank, located at 1350 Rosecrans St. A witness, Frank Buch of Point Loma, was in the bank and saw a man leaving a teller’s window with money, exit the bank and get into a white Toyota. Buch wrote down the car license plate number and notified San Diego police, who arrested Revis shortly thereafter. Buch was praised for his quick action, which led to a timely arrest.
If Revis is found to be mentally incompetent to stand trial, he will be transferred to a state mental hospital until he regains his mental ability to understand court proceedings.
A trial date will be set if a judge deems him mentally competent “” a judge is required to suspend criminal proceedings if a defendant’s mental competency is in doubt by the person’s attorney.
Revis is also wanted for another bank robbery in El Centro on Oct. 7. Revis was convicted of robbery and larceny in 1987 in San Diego, according to court records. He remains behind bars in county jail on $1 million bail.
