The San Diego City Council and San Diego County Board of Supervisors declared a local state of emergency Tuesday after assessing widespread damage from a series of sometimes-intense storms that funneled merciless rain and punishing winds across the Peninsula between Dec. 18 and Dec. 22. The city and county declarations make California and federal disaster-relief money available to offset an estimated $3 million to $6 million in cleanup costs for the city and possibly another $4 million for the county.
